New York Highway Use Tax (HUT) is a mileage-based tax that applies to trucks and truck combinations with a taxable gross weight over 18,000 lbs operating on New York public highways. Carriers subject to HUT must register with New York State, obtain a HUT certificate, and file quarterly reports showing the number of miles traveled in NY.
State HUT credentials are issued in "series." Series 25 replaced Series 24 and certificates issued under Series 25 are valid until December 31, 2027. Carriers must renew into the current series before older credentials expire to avoid operating with an invalid permit.

To be subject to New York Highway Use Tax, the vehicle must be used on NY public highways in connection with a business and have a gross weight of more than 18,000 pounds alone or in combination with any trailer.
Certain vehicles like road-building machines, snow plows, and well drillers are excluded when used only for their intended non-transport purposes.
Farm vehicles, government vehicles, USPS mail carriers, and RVs used solely for personal pleasure may be exempt when used exclusively for qualifying activities.
HUT is separate from IRP plate registration and IFTA fuel reporting — carriers often manage all three programs when operating interstate.
Beyond New York HUT, several other states impose similar highway use taxes and weight-distance fees on commercial trucks. Connecticut, Kentucky, Oregon, and New Mexico each have their own registration, reporting, and payment rules.
While Series 25 certificates remain valid through 2027, carriers must continue filing quarterly HUT returns. Missing filings can result in suspension.
